How does it work?

In brief, these are the conditions:

A monthly rent is agreed upon (or a portion thereof) excluding energy costs.
Rent includes cable and internet charges.
Energy costs are calculated on an after-the-fact basis.
There is a security deposit against which energy costs and any damages are settled.
